== Results == The plebiscite took place on 11 July 1920, when Poland appeared on the verge of defeat in the Polish-Soviet War (see Miracle at the Vistula). The pro-German side was able to organise a very successful propaganda campaign by building on the long campaign of Germanisation; notably, the plebiscite asking the electorate to vote for Poland or East Prussia is said to have masked the pro-German choice under the provincial name of East Prussia. However, the weight of that argument can not have been strong because the voters were aware East Prussia was just a German province, not a sovereign state, as an alternative for Germany. The activity of pro-German organisations and the Allied support for the participation of those who were born in the plebiscite area but did not live there any longer helped the vote toward Germany. In the end, the weight of the evidently-substantial number of pro-German emigration voters can be ignored in the light of the 96% pro-German overall total. Anyway, the plebiscite resulted in a vast majority for East Prussia. Only a small part of the territory affected by the plebiscite was awarded to Poland, and most of it remained in Germany. Poland's supposed disadvantage by the Versailles Treaty stipulation was that it enabled those to return to vote if they were born in the plebiscite areas but no longer living there. Most of them were supposed to have been influenced by German national sentiments. For that reason, German nationalist societies and political parties wanted to assist them by facilitating their travel to the plebiscite area.
==== School grades of children ==== According to a study reported in the NY Post newspaper, 48% of parents reward their children's good grades with cash or something else of meaning. Among many families in the United States, this is controversial. Although psychology experts support the offer of reward for good behavior as a better alternative than the use of punishment for bad behavior, in some circumstances, families cannot afford to give their children an average of 16 dollars for every good grade earned. Alternatives for money include allowing a child extra time on a computer or staying up later than usual. Some psychology experts believe the best reward is praise and encouragement because material rewards can cause long-term negative effects for children. A study, regarding rewards for children, conducted in 1971 by psychologist, Edward L. Deci, at the University of Rochester, is still referenced today. Featured in the New York Times, it focused on the short- and long-term effects of rewards for positive behavior. Deci suggested rewards for positive behavior is an effective incentive for only a short period. At the outset, rewards can support motivation to work hard and strive towards personal goals. === Troll Center case === In January 2016, the El Diario de Hoy and La Prensa Gráfica newspapers reported that the Búnker digital-programming company had created mirror sites of the newspapers in June 2015 and posted false information in an attempt to damage their reputations; the newspapers described the incident as a cyberattack. In a subsequent investigation by the office of the attorney general (FGR), Bukele allegedly instructed a Twitter user to create the mirror sites. Bukele denied involvement in the creation of the mirror sites. The incident became known as the "Troll Center" case. Five people were charged in relation to the case, but the charges were dropped in December 2017. On 4 July 2017, Bukele sued La Prensa Gráfica for $6 million, alleging that the newspaper had defamed and slandered him in its reporting of the cyberattacks by "falsely" ("falsamente") connecting him to the Troll Center case and "damag[ing] [Bukele's] image" ("dañó la imagen del señor alcalde"). Later that month, a court dismissed Bukele's lawsuit and three other courts rejected his appeals. In December 2018, the FGR stated that it had reviewed information supposedly linking Bukele's cell phone to the cyberattacks.
